Overview
This is a fully remote role supporting a Business Process Reengineering (BPR) team for the Joint Transportation Management System (JTMS). The position applies federal financial expertise to redesign and improve transportation and financial business processes, with emphasis on auditability, transparency, and optimized resource allocation.
Responsibilities
- Provide DoW financial expertise for enterprise-level logistics system financial capabilities, processes, and workflows
- Participate in reengineering transportation and financial business processes to support JTMS implementation
- Collaborate with stakeholders to validate current processes, identify gaps, and align with JTMS objectives
- Conduct BPR activities to support financial use case development, process modeling, and requirements decomposition
- Analyze financial or systems processes to identify automation and efficiency opportunities and provide recommendations
- Research and interpret relevant federal financial management regulations and source documents
- Advise BPR and development teams on potential regulatory conflicts based on Financial Management Regulation (FMR)
- Use Model Based System Engineering (MBSE) to document business rules and process flows
- Identify impacts on Doctrine, Organization, Training, materiel, Leadership and education, Personnel, Facilities, and Policy (DOTmLPF-P) and provide recommendations
- Translate requirements into Agile SAFe user stories, acceptance criteria, and test scenarios
- Work with policy, audit readiness, and data governance teams to ensure future processes meet traceability and control requirements
- Identify and resolve process overlaps and handoffs across organizational boundaries
- Participate in user experience reviews, testing, training, and change management to support process adoption
Requirements
- Bachelor’s Degree in Finance, Accounting, Business Administration, or related field
- Minimum 5 years of professional experience
- 3-5 years of in-depth federal or DoW financial management experience with DoW accounting or business feeder systems
- Extensive experience with DoW financial Transportation Account Code and G-Invoicing
- Strong knowledge of FMR and related federal financial regulations with expertise in research
- Excellent analytical and problem-solving skills
- Ability to work effectively in diverse, team-oriented environments
