Overview

A 12-month remote contract opportunity is available for a CAPPS Financials Accounts Payable Analyst based in Austin, TX, with possible extension. This role involves providing senior-level consultative and functional support for the CAPPS Program, focusing on the Accounts Payable (AP) module.

Responsibilities

  • Serve as the subject matter expert for the CAPPS Accounts Payable module, including coordination, production support, issue resolution, configuration, and maintenance.
  • Lead business process improvements, change management, testing (functional and UAT), and enhancements related to the AP module.
  • Manage integrations with other modules and ensure compliance with policies.
  • Provide training and user support, reporting, analytics, release management, and patch releases.
  • Configure and set up AP module components such as vendor management, voucher entry and processing, voucher matching (2-way, 3-way, 4-way), AP Workbench, batch EDI voucher processing, Excel voucher uploader, single and multi-vendor voucher processing.
  • Handle invoice processing, exception handling, withholding setup, payment cancellation and reissue, CAPPS to USAS voucher processing, and CAPPS HX recycle browser knowledge.
  • Perform AP month-end and year-end activities and manage AP integration with Purchasing, General Ledger, Asset Management, and Commitment Control.
  • Configure CAPPS USAS T-Codes, system codes, open liability reconciliation, AP reporting, inquiry tools, security roles, and workflow approvals.
  • Collaborate on integration with Cash Receipts, Purchasing, Asset Management, and Project Costing.
  • Utilize technical skills including Application Designer (records, fields, pages, components), SQR and BI Publisher report customization, SQL proficiency, and PeopleSoft security with State of Texas multitenancy requirements.
  • Plan, design, develop, implement, support, and maintain IT security measures to safeguard system information.
  • Monitor all CAPPS AP batch jobs: track schedules, monitor execution, detect/respond to failures, validate output, manage dependencies, tune performance, document processes, communicate and escalate issues, and ensure compliance when schedules change.
  • Use tools and environments such as PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, lifecycle management, Elasticsearch/Search Framework, data migration, and compare reports.
  • Collaborate cross-functionally with strong problem-solving and troubleshooting skills.
  • Gather requirements for break/fix or system enhancements, document and test (UAT, regression), and manage incidents using systems like ServiceNow and BOSSDesk.
  • Communicate effectively with policy personnel, analysts, over 100 agencies, and Managed Services Tier 3 vendors.
  • Understand and account for interdependencies on legacy systems (USAS, TINS).
  • Provide structured cross-training to support junior analysts and comprehensive training/support to agency personnel.
  • Coordinate and participate in project-level activities including module expansions, fiscal year-end processes, legislative changes, federal mandates, and third-party integrations.

Requirements

  • Senior-level experience with CAPPS Accounts Payable module functional support and configuration.
  • Expertise in voucher processing, vendor management, invoice exception handling, and AP month-end/year-end activities.
  • Strong technical skills with PeopleSoft Application Designer, SQR, BI Publisher, SQL, and PeopleSoft security.
  • Experience monitoring batch jobs and managing job schedules and failures.
  • Familiarity with PeopleSoft tools such as PUM, Change Assistant, Fluid UI, and Elasticsearch.
  • Ability to troubleshoot, gather requirements, document, test, and manage incidents across multiple systems.
  • Excellent communication skills for collaboration with diverse stakeholders.
  • Knowledge of legacy systems interdependencies (USAS, TINS) and State of Texas multitenancy requirements.
  • Experience providing training and support to users and junior analysts.
