Overview
This is an 18-month Finance Manager position (tentative July 1, 2026 – December 31, 2027), contingent on funding. The role supports a global emergency response initiative delivering timely humanitarian assistance in rapidly evolving crises worldwide. The program focuses on fast, flexible action to address urgent needs from sudden shocks and protracted emergencies, emphasizing operational readiness, locally led implementation, accountability, and safe, dignified programming.
Responsibilities
- Develop, implement, and manage financial processes in compliance with organizational and donor policies as well as local laws.
- Provide proactive financial advice and support to managers, staff, and subrecipients throughout the project cycle (design, start-up, implementation, close-out), ensuring efficiency and compliance with policies, GAAP, donor regulations, and legal requirements.
- Lead budget development and management, ensuring accuracy and consistency of financial data and safeguarding resources.
- Review accounting information for compliance and establish quality control over transactions and financial reporting; maintain reliable audit trails.
- Prepare accurate financial data, analyses, and projections; support leadership in interpreting data for decision-making and financial risk management.
- Manage the finance team, including team dynamics, staff well-being, coaching, development plans, and performance management.
- Oversee accurate and timely financial reporting to stakeholders including project leadership, headquarters, donors, and local government entities.
- Assess financial management capacity of staff and subrecipients; provide capacity strengthening and monitor impact.
- Lead efforts to close audit financial management findings promptly and sustainably.
Requirements
- Bachelor’s degree in Accounting, Finance, Economics, Business Administration with accounting courses, or equivalent accounting qualification (CPA/ACCA or similar).
- Minimum of 6 years’ experience in a similar finance management role.
- Substantial experience in budgeting, budget and expense analysis, and accounting.
- Proficiency in English and at least one of the following languages: French, Spanish, or Arabic (verbal and written).
- Willingness and ability to travel up to 50% and work in difficult or stressful environments as needed.
- Proficient in MS Office (Excel, Word, PowerPoint, Visio) and web conferencing tools.
- Strong analytical skills with sound judgment and decision-making ability.
- Knowledge of local tax and regulatory reporting procedures.
- Experience presenting and facilitating trainings on financial management topics.
- Ability to act ethically and maintain strong working relationships in diverse cultural and stressful contexts.
- Ability to work collaboratively and demonstrate a proactive, resourceful, and results-oriented mindset.
Preferred Qualifications
- Master’s degree in a related field with a focus on Accounting.
- Professional certification in Accounting or related field.
- Experience working in international NGOs, including country or field office experience.
- Experience in humanitarian contexts and supporting humanitarian programming.
- Familiarity with public donor regulations including US Government, EU/ECHO, and UN agencies.
- Experience with financial reporting software.
- Experience managing a team of finance professionals.

Compensation & Benefits

Location
