Overview
The Manager, Payroll is responsible for leading and prioritizing all payroll services within the HR Shared Service Center, which provides HR administrative support to employees and managers. This role ensures that payroll processes align with organizational objectives and continuously improve.
Responsibilities
- Design systems and direct the collection, calculation, and entry of payroll data.
- Review and approve changes to payroll records including exemptions, insurance coverage, savings deductions, job titles, and department/division transfers.
- Oversee the production and issuance of paychecks or electronic transfers.
- Prepare reports summarizing earnings, taxes, deductions, leave, disability, and nontaxable wages.
- Approve calculations of employee and employer payroll liabilities including federal and state income taxes, social security, unemployment, and workers compensation payments.
- Resolve payroll discrepancies to balance payroll accounts.
- Develop and update payroll policies and procedures.
- Ensure compliance with federal, state, and local legal requirements by monitoring legislation and advising management.
- Schedule and assign work to payroll staff and follow up on results.
- Recruit, select, orient, train, and manage payroll staff.
- Manage, train, and develop the Payroll Analyst to serve as backup to the Payroll Manager.
- Counsel, discipline, and appraise payroll staff performance.
- Maintain regular and punctual attendance.
- Perform other related duties as assigned.

- Manage payroll staff in accordance with organizational policies and applicable laws.
- Conduct interviewing, hiring, and training.
- Plan, assign, and direct work.
- Appraise performance and administer rewards or discipline.
- Address complaints and resolve problems.
Qualifications
Education and Experience
- Bachelor's degree from a four-year college or university, or
- One to two years of related experience and/or training, or
- Equivalent combination of education and experience.
Language Skills
- Ability to read and comprehend instructions, correspondence, memos, and workplace policies.
- Ability to analyze and interpret business periodicals, professional journals, procedures, and governmental regulations.
- Ability to write professional correspondence and routine business reports.
- Ability to speak effectively with employees, customers, and management.
- Ability to present information and respond to questions in one-on-one and small group settings.
Mathematical Skills
- Ability to work with mathematical concepts such as probability, statistical inference, geometry, and trigonometry.
- Ability to apply fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
- Ability to follow detailed written and verbal instructions.
- Ability to solve problems involving concrete variables in standardized situations.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
