Overview

The Payroll Tax Case Administrator is responsible for managing end-to-end Power of Attorney (POA) and Third-Party Authorization (TPA) activities across assigned tax jurisdictions. This role ensures timely and accurate processing of authorization requests, maintains compliance with jurisdictional requirements, and coordinates with internal teams, agencies, and customers as needed. During high-volume periods, the specialist also provides case-handling support to help maintain service levels, reduce aged inventory, and ensure timely resolution of tax-related cases.

Responsibilities

POA & TPA Administration

  • Manage the end-to-end POA and TPA process, including reviewing requests, preparing forms, obtaining required signatures, submitting authorizations, and tracking status through completion.
  • Review jurisdictional requirements to ensure POA and TPA documents are accurate, complete, and compliant with applicable agency guidelines.
  • Coordinate with tax agencies, customers, and internal teams to resolve missing information, rejected forms, and authorization-related issues.
  • Monitor pending, rejected, and outstanding POA/TPA requests and follow up to ensure timely resolution.
  • Maintain accurate records, trackers, and documentation of authorization activities and case status.
  • Identify jurisdictions that do not require a TPA or have specific authorization requirements, and ensure the appropriate process is followed.
  • Support the creation and maintenance of SOPs, work instructions, and reference materials for POA and TPA processes.
  • Provide guidance and clarification to team members regarding POA/TPA requirements and procedures.
  • Escalate complex or unresolved authorization issues to leadership or the appropriate internal team.

Case-Handling Support

  • Assist with tax case handling during periods of high volume, staffing shortages, or increased aged inventory.
  • Review, research, and process assigned tax cases according to established procedures and service-level expectations.
  • Support the team in reducing aged cases and maintaining queue health during peak periods.
  • Collaborate with Case Administrators and other Tax Operations teams to resolve issues and keep cases moving forward timely.
  • Prioritize work based on urgency, age, jurisdiction, and business impact.
  • Maintain quality and accuracy while balancing POA/TPA responsibilities with case-handling support.

Qualifications

Education / Certification

  • High School diploma

Required

  • 1 year of tax experience
  • Strong analytical and research skills
  • Experience in Microsoft Word
  • Proficiency in Excel
  • Willingness to work split shifts, evenings, weekends and holidays

Preferred

  • Bachelor’s degree preferred
  • Knowledge of payroll taxes a plus
  • Experience with Zendesk and / or Salesforce programs preferred
