Overview
The Senior Pricing Analyst performs in-depth RFP document analysis to identify cost risks, develops pricing-to-win (PTW) analysis reviewed with senior leadership, and builds complex, RFP-compliant Excel pricing models. This role also produces comprehensive cost narratives supporting Cost/Price Volume submittals and assists with negotiations by developing offers and counter-offers with department leadership input.
This position serves as the pricing lead for assigned Government or Commercial competitive and non-competitive proposals, including supporting proposal timelines outside of normal business hours as needed.
Responsibilities
- Lead development of assigned cost/price proposals, including:
- Developing base pay rates
- Supporting direct rate development
- Coordinating with HR on indirect or hybrid rate development
- Developing travel, material, and ODCs cost estimates
- Creating PTW analysis and recommending/utilizing PTW strategies
- Writing comprehensive cost narratives and gathering supporting cost basis documentation
- Ensure cost/price proposals are 100% compliant with customer solicitation requirements.
- Manage subcontractor cost proposal inputs, including subcontractor labor rate analysis.
- Create subcontractor cost proposal templates to ensure solicitation compliance.
- Use credible and verifiable salary survey data sources to obtain base pay rates.
- Build labor category/rate crosswalks between source data and solicitation data.
- Coordinate with Business Development (Proposals) to ensure Technical Volume and Cost/Price Volumes align and remain compliant.
- Where possible, analyze competitor historical bid and award information online to support proposal competitiveness.
- Estimate travel costs for both CONUS and OCONUS work locations, including airfare, car rental, hotel, meals, and incidental expenses, and provide supporting cost data.
- Estimate Other Direct Costs (ODCs) as required by the solicitation, including supporting cost data.
- Estimate material costs as required by the solicitation, including supporting cost data.
- Support and develop responses to post-submittal customer price proposal questions (ENs) and maintain a complete record of all exchanges.
- Interface with internal and external SMEs, Business Development, Program Office, and other stakeholders on pricing.
- Mentor pricing leadership to build skills and capabilities.
- Integrate and analyze cost data using quantitative and qualitative methods.
- Lead end-to-end development of a Cost/Proposal Volume with minimal to no supervision.
- Support contract modification price adjustments and REAs, and perform other complex pricing proposal duties as assigned.
- Serve as backup to pricing supervisor when needed.
- Perform competitive rates analysis (indirect and direct) to support adherence to strategic long-term planning goals.
Requirements
- Bachelor’s degree in business, Economics, Finance, Accounting, or equivalent required (or another quantitative field).
- Minimum of five (5) years’ relevant experience with a bachelor’s degree; three (3) years of relevant pricing experience is acceptable with a master’s degree.
- Federal Government procurement process understanding and Federal Acquisition Regulations (FAR) — Mid to Advanced FAR and DFARS knowledge required.
- Strong financial and accounting/government pricing background.
- Proficient understanding of government accounting/pricing regulations and principles, with the ability to research and understand new concepts, regulations, and principles.
- Microsoft Office Suite skills, including advanced MS Excel and Word document skills.
- Ability to read and interpret documents including Federal regulations and policies pertaining to procurement and acquisition and 8(a) small business rules.
- Advanced business math skills and strong business writing, proofreading, and editing skills.
- Ability to effectively write, develop presentations, author cost narratives, produce routine reports and correspondence, and speak effectively before customer groups or internal groups.
- Strong critical thinking, professional written and verbal communication, and leadership skills.
- Experience using AI as a pricing tool.
- Ability to work effectively with a diverse range of people and personalities.
- Ability to develop and implement process improvements and efficiencies to the proposal process.
Preferred Qualifications
- Master’s degree.
- Demonstrated experience in other areas of finance management (AR, AP, Program Finance, etc.) considered acceptable in lieu of a bachelor’s degree requirement with demonstratable experience.
- Process management experience.
- Prior experience in other areas of Finance Management (AR, AP, Program Finance etc.) considered a plus.
- Strong track record of exceptional performance and achievement.
