Overview

This role performs advanced analytical and program control tasks in direct support of large-scale, fast-paced government contract programs.

Responsibilities

  • Independently develop, maintain, and present Estimates at Completion (EACs) and program Spend Plans, identifying variances and recommending corrective actions.
  • Review and analyze subcontractor invoices across single and multi-subcontractor programs for accuracy and compliance; identify discrepancies and approve or reject invoices accordingly.
  • Reconcile and track subcontractor and project trailing costs against month-end actuals.
  • Create, submit, and manage subcontract Purchase Orders (POs) and Purchase Requests (PRs) throughout the project lifecycle, including adding funds, de-obligating funds, and realigning funds across PO lines in coordination with Program and Project Managers and the Subcontracts team.
  • Lead the full lifecycle of task order modifications and requests for change (RFCs), including Cost Scenarios, Rough Order of Magnitude (ROMs), Cost Proposals, subcontractor pricing reviews, tracking changes, and reporting.
  • Design and maintain program controls workbooks and tracking tools using advanced Microsoft Excel (e.g., Pivot Tables, V-Lookups) to support analysis and program leadership decision-making.
  • Independently conduct travel review processes in accordance with the FAR/JTR, ensuring accuracy and regulatory compliance; resolve escalated or complex discrepancies with minimal guidance.
  • Serve as a primary analytical point of contact for Program/Project Managers, Subcontracts, Finance teams, and other stakeholders on program controls and schedule matters.
  • Mentor junior analysts and review their work products for accuracy and completeness.
  • Support startup and closeout activities, ensuring financial continuity and accurate tracking through all phases of the project lifecycle.

Requirements

  • Must currently possess and be able to maintain a Secret clearance.
  • BA/BS degree in Finance or related field (or equivalent experience).
  • 5+ years of related experience.
  • Demonstrated ability to work independently with minimal supervision on complex, high-visibility deliverables.
  • Demonstrated ability to reconcile month-end actuals against forecasts, identify trailing and accrued costs, and apply findings to support accurate program controls reporting and analysis.
  • Experience supporting the development of cost scenarios, Rough Orders of Magnitude (ROMs), and Cost Proposals during project lifecycles or new project starts.
  • Strong analytical skills, critical thinking, attention to detail, and the ability to apply sound independent judgment.
  • Advanced proficiency in Microsoft Excel (Pivot tables, V-Lookups, complex financial modeling).
  • Deep working knowledge of Estimates at Completion (EAC) methodologies, Spend Plan development, and Earned Value Management (EVM) principles.
  • Experience with subcontract financial administration, including FAR/DFARS compliance and invoice adjudication.
  • Experience with government Joint Travel Regulations (JTR)/Federal Travel Regulations (FTR) and their application to travel expense reviews and compliance.
  • Ability to function independently and consistently meet deadlines.
  • Excellent verbal and written communication skills.
  • Strong collaboration skills in a fast-paced, cross-functional environment.
  • U.S. citizenship required.

Preferred Qualifications

  • Experience with process improvements and documentation.
  • Experience with subcontractor timekeeping and invoicing.
  • Experience with Concur and travel review.
  • Familiarity with SC360 or similar procurement and purchase request management systems.
  • Familiarity with Microsoft SharePoint.
  • Familiarity with Kofax MarkView for invoice review, approval, and rejection workflows.
  • Familiarity with OBIEE reporting.

Compensation & Benefits

  • Likely salary range: $85,093 - $103,500
  • Scheduled weekly hours: 40
