Overview
This is a contingent position dependent upon the successful award of the associated contract and completion of any required background investigation or security clearance verification. Public Trust Eligibility is required.
The organization is seeking a Capital Planning Investment Control (CPIC) Business Analyst - Lead to provide CPIC and Portfolio Management support activities and oversee Capital Planning Analysts and Subject Matter Experts (SMEs). This role involves handling Controlled Unclassified Information (CUI) and requires adherence to safeguarding and compliance requirements.
Responsibilities
- Serve as the primary interface with federal Capital Planning leadership
- Oversee development, maintenance, and quality assurance of Business Cases (OMB300 equivalents), Earned Value Management (EVM) reports, After Action Report (AAR) submissions, and Investment Manager support
- Ensure alignment with Office of Management and Budget (OMB) guidance, IT governance processes, and investment lifecycle activities
- Manage Strategic Planning, Budget Formulation, Spend Planning, and Investment baselines
Requirements
- Minimum 8 years of CPIC experience
- Bachelor's degree required; 4 additional years of relevant experience may be accepted in lieu of a degree
- Strong knowledge of OMB Circular A-11
- Experience mentoring analysts and leading gate review preparation
- Ability to understand government customer needs, set priorities, and provide direction to the team to implement solutions
- Capability to determine appropriate courses of action to resolve Capital Planning issues in a fast-paced, highly visible client environment
- Familiarity with Full Business Case (FBC) structures and portfolio data call requirements
Travel
This is a remote position. Occasional travel may be required for project needs, client meetings, team collaboration, or training sessions. Travel is expected to be less than 10% and will be communicated in advance.
U.S. Work Authorization
Only U.S. citizens are eligible for this position due to federal contract requirements. The role supports a federal government contract and requires the ability to obtain and maintain a Public Trust or Suitability Determination based on agency background investigation requirements.
