Overview

This position supports the Director, faculty, and staff of the Health Informatics Institute (HII) by managing financial and general administrative functions. Responsibilities include financial analysis, budget management, and fiscal resource oversight for both sponsored and non-sponsored projects. The role requires knowledge of grant and contract management regulations, institutional policies, and strong analytical skills to meet the day-to-day objectives of the institute. Cross-training among Fiscal & Business Analysts within the institute is expected.

Responsibilities

  • Manage subcontract payments and monitor subcontractors on projects such as TrialNet, TEDDY, Rare Disease, and others.
  • Review subcontract budgets and create requisitions in the purchasing system.
  • Monitor subawards inbox, collect and review invoices, and obtain necessary approvals from program leads.
  • Process payments against purchase orders and forward invoices to Accounts Payable.
  • Reconcile payment transactions with subcontracts and ledger accounts.
  • Track subcontract payments using internal systems; monitor, modify, and close purchase orders; establish new vendors.
  • Resolve complex vendor billing issues.
  • Provide backup support for payroll and personnel effort reporting, including accurate calculation and timely submission of effort reports, payroll distribution maintenance, reconciliation, and coordination with relevant offices and employees to meet deadlines.
  • Coordinate responses to internal and external requests for grant/project-related information such as biosketches, IRB approvals, and current & pending support.
  • Track data on submitted and awarded projects as well as project reporting requirements (progress, technical, and close reports).
  • Generate routine fiscal and budget reports using systems like FAST, GEMS, and Finance Mart.
  • Monitor and track subcontract and payroll expenditures, notifying management of potential deficits.
  • Perform special assignments as needed.

Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field with 0-2 years of fiscal-related work experience; OR
  • Bachelor's degree in any field with two years of fiscal-related work experience; OR
  • Four years of fiscal-related work experience without a degree.

Knowledge, Skills & Abilities:

  • Analytical thinking and problem-solving skills.
  • Ability to work effectively within a team.
  • Strong communication and customer service skills.
  • Knowledge of accounting principles, consolidated financial reporting, account reconciliation, accounts payable/receivable, and journal entries.

Additional Information:

Employment eligibility requirements must be met in accordance with Florida Senate Bill 1310, which allows substitution of work experience for postsecondary education requirements under specified conditions.
