Overview

A contractor is seeking qualified candidates to support a contract with the NOAA Research Office of Ocean Exploration and Research (OER). These full-time positions may be performed on-site or remotely, with anticipated travel to support meetings, workshops, and field activities. Hiring is contingent on contract award.

The role involves providing technical, administrative, and financial services for the management of OER grant and internship programs.

Responsibilities

  • Program Lifecycle and Competition Management:

    • Provide full lifecycle services and documentation for grant and internship programs.
    • Draft task-related Standard Operating Procedures (SOPs).
    • Distribute announcements and assign pre-proposal identification numbers.
    • Process proposals and letters of intent.
    • Manage reviewer databases and grant review panels.
    • Provide IT logistics for remote and on-site meetings (e.g., webinars, conference calls).
    • Identify non-conformities in submissions for Government review.
    • Maintain confidential reviewer information and ensure panelists comply with confidentiality regulations.
  • Award and Documentation Management:

    • Prepare, organize, and maintain official grant and award files with required documentation for submission to the NOAA Grant Office.
    • Monitor all grant award phases through closeout.
    • Verify documentation completeness against checklists.
    • Manage requests for modifications including revisions, continuations, renewals, and no-cost extensions.
  • Communications, Scheduling, and Tracking:

    • Develop and maintain tracking databases for all grant and program actions.
    • Transmit and receive data from national and international organizations.
    • Coordinate with sponsored program offices to resolve documentation issues.
    • Schedule and coordinate conference calls, webinars, and meetings.
    • Request non-disclosure and travel paperwork.
    • Prepare meeting minutes, briefing materials, graphics, and research content for program reports and website updates.
  • Grants Financial and Review Services:

    • Provide daily accounting and bookkeeping services.
    • Reconcile budget execution data in Government financial, grant, and contracting systems (e.g., FMDS, BAS, EBS).
    • Identify budget disconnects (e.g., SF-424A inconsistencies).
    • Consolidate reviewer scores and highlight budget issues for Government use during negotiations.

Requirements

  • Ability to perform full lifecycle grant and internship program management.
  • Experience managing reviewer databases and grant review panels.
  • Proficiency in IT logistics for remote and on-site meetings.
  • Strong organizational skills for award and documentation management.
  • Experience with financial reconciliation and budget monitoring in Government systems.
  • Ability to maintain confidentiality and ensure compliance with regulations.
  • Effective communication and coordination skills.
