Overview
A Principal Financial Program Analyst position is available within the Health Mission Systems Business Area. This role focuses on the planning, tracking, analysis, and reporting of financial information for the Stage Sustainment project under the DHMSM contract. The analyst will collaborate closely with the Finance & Business Operations Director to manage all aspects of financial accounting, including Annual Operation Planning (AOP) and financial forecasting for travel budgets. The position reports directly to the DHMSM Finance & Business Operations Director.
Responsibilities
- Manage Estimate at Completion (EAC), budgeting, forecasting, subcontractor hours, costs, and funding requirements.
- Analyze all contract cost and financial data.
- Develop and drive financial forecasts; analyze program revenue and costs.
- Maintain a deep understanding of cash and balance sheet forecasting, including billings, collections, accounts payable, and accruals.
- Communicate key business insights and recommendations to support program goals, including cost reduction and profit/process improvements.
- Participate in scheduling, planning, tracking, analysis, and reporting of travel and subcontract dollars, including accruals and invoicing.
- Manage the month-end close process and perform variance and trend analyses related to travel performance.
- Provide data and reporting formats for various levels of program financial reviews.
- Evaluate, monitor, and implement policies, practices, and functional performance standards.
- Interface significantly with Program Managers, Contracts, Financial Planning & Analysis (FP&A), and other support organizations.
- Work independently and collaboratively across organizational levels while managing multiple priorities.
- Drive innovation and automation within financial processes.
Basic Qualifications
- Bachelor’s Degree.
- 12 to 15 years of program finance-related experience.
- U.S. Citizenship with the ability to obtain and maintain Public Trust Clearance (contract requirement).
- Extensive knowledge of multiple contract types including Firm Fixed Price (FFP), Fixed Price Incentive Fee (FPIF), Time & Materials (T&M), Cost Plus Incentive Fee (CPIF), and hybrid contracts.
- Strong analytical, communication, and presentation skills.
Preferred Qualifications
- Familiarity with financial systems and applications such as Concur, OBI, Fusion, Insight, Cost Point, and Cognos.
- Proficiency in Microsoft Excel and Word.
Compensation & Benefits
- Pay range: $116,350.00 to $210,325.00.
