Overview
A Senior Pricing Analyst position is available to join a proposals team supporting federal government contracts. This role involves leading the development and preparation of compliant proposal pricing and cost volume deliverables for both prime contractor and subcontractor efforts.
Responsibilities
- Lead development of detailed cost/price models and compute cost estimates for labor, materials, and subcontracted work in collaboration with subject matter experts and project managers.
- Support and contribute to the creation of compliant, well-justified Basis of Estimates (BOEs) aligned with technical and management solutions.
- Analyze key RFP sections and prepare cost compliance matrices.
- Coordinate with proposal managers to produce realistic pricing schedules aligned with solution timelines and ensure compliance with pricing activities.
- Operate effectively in a fast-paced proposal environment, collaborating with geographically dispersed teams to deliver accurate and timely pricing inputs and documentation.
- Lead strategic pricing approaches, coordinating with capture, technical, and management teams to align cost strategies with win themes.
- Drive Price to Win (PTW) efforts by conducting competitive pricing research and analysis to inform solution shaping and pricing decisions.
- Lead pricing strategy sessions involving subcontractors and internal teams to ensure alignment with PTW goals and customer expectations.
- Determine material, labor, and overhead costs; coordinate labor and material estimates with procurement and subcontract teams.
- Perform price analysis of vendor and subcontractor quotes; support development of RFP packages and collection of cost data.
- Support cost realism assessments and integrate BOE rationale into pricing narratives and summary sheets.
- Prepare and present cost proposal financials, summary pricing data, and profit and loss analyses to executive leadership.
- Communicate complex pricing strategies, cost modeling methodologies, and historical analysis through visual and verbal presentations tailored to varied stakeholders.
- Maintain and update historical cost databases and audit-ready files to support traceability and regulatory reviews.
- Ensure all pricing activities comply with Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and contract-specific requirements (FFP, CPFF, CPAF, T&M, IDIQ).
- Support audit readiness, fact-finding, and negotiation discussions, including responses to customer and auditor inquiries.
- Build strong partnerships with cross-functional teams including capture, contracts, operations, procurement, and executive leadership.
- Manage multiple deadlines, priorities, and complex pricing deliverables while maintaining high standards of accuracy and compliance.
- Demonstrate professionalism, initiative, and a proactive attitude to achieve team and organizational objectives.
Required Qualifications
- Bachelor’s degree with 8 years of relevant experience, or a Master’s degree with 6 years. Advanced degree or additional experience may substitute for a bachelor’s. Preferred fields include Business, Administration, or Finance.
- Proven experience forecasting revenue, developing budgets, and managing complex pricing strategies for federal government procurements and Managed Services.
- Demonstrated success leading and winning competitive federal pricing efforts exceeding $50 million.
- Expert-level proficiency in MS Excel, including advanced formulas, pivot tables, and data analysis.
- Deep understanding of GWAC pricing, schedule pricing, SaaS models, multi-year pricing, and various business models.
- Familiarity with pricing strategies and processes from large organizations, adaptable to mid-sized companies.
- Comprehensive understanding of contract types: T&M, CPFF, CPIF, CPAF, FFP, and LH.
- Strong working knowledge of FAR/DFAR, CAS, DCMA/DCAA regulations, and estimating methodologies.
- Effective leadership skills with ability to proactively drive initiatives and lead diverse working groups and meetings.

Location
- Position based in Reston, VA or remote (telework).
- Work schedule is day shift Monday through Friday, with possible evening and weekend work to meet program and contract needs.
- Travel up to 10%.

Work Environment & Physical Demands
