The organization is seeking an accomplished Chief Financial Officer (CFO) to join the Executive Leadership Team. Reporting directly to the President & CEO, this role serves as the organization’s chief financial strategist, steward, and advisor, with responsibility for financial strength, regulatory compliance, liquidity management, and sustainable growth.

This position is hands-on: the CFO is expected to understand the details behind the numbers, anticipate risks early, and translate financial insights into clear business decisions for executive leadership and the Board of Directors.

Key Responsibilities

Financial Stewardship and Federal Compliance

  • Lead financial strategy, stewardship, liquidity management, compliance, forecasting, and the evaluation of contracts, investments, and growth opportunities.
  • Ensure the integrity of financial statements, budgeting, treasury, banking, investments, reserves, audits, tax reporting, financial policies, and internal controls.
  • Ensure compliance with financial requirements associated with federal and state contracts, grants, cost allocation, reimbursement, and reporting; anticipate exposure before it becomes a compliance or cash issue.
  • Review monthly financial and operating results with appropriate detail; identify variances, contract risks, and corrective actions, and hold leaders accountable for follow-through.
  • Oversee financial risk and insurance decisions in partnership with enterprise leaders; exercise delegated authority for material financial commitments and agreements.

Financial Planning, Liquidity, and Decision Support

  • Lead annual budgeting, long-range financial planning, rolling forecasts, and scenario analysis reflecting funding changes, contract cycles, labor costs, and operating demands.
  • Maintain clear visibility into short- and long-term cash needs, working capital, liquidity risks, and the timing of government reimbursements and other receipts.
  • Translate financial information into practical choices for the CEO and Board, including likely consequences and the point at which action is required.

Contracts, Growth, and Capital Allocation

  • Partner with Operations, Strategy, and Development to assess new programs, large grants, partnerships, affiliations, acquisitions, restructuring, and potential new entities.
  • Lead financial evaluation of opportunities, including pricing, total cost and overhead recovery, cash requirements, contract terms, financial due diligence, and downside scenarios.
  • Develop decision criteria for major investments, use of reserves, and acceptance of financial risk; recommend when to pursue, restructure, improve, or exit an opportunity.

CEO, Board, and Enterprise Partnership

  • Serve as a candid financial advisor to the CEO with regular engagement before significant funding, investment, growth, or risk decisions.
  • Lead financial presentations and discussions with the Board and Finance & Audit Committee; communicate complex issues accurately and plainly, including uncertainty and trade-offs.
  • Maintain effective relationships with auditors, banks, investment advisors, insurers, funders, and contracting partners.

Finance Modernization and Talent

  • Assess the Finance function and establish clear accountabilities across the CFO and Finance leadership, financial planning and analysis, payroll, and other related functions.
  • Improve the reliability, speed, and usefulness of reporting through sensible systems, automation, analytics, and stronger financial data practices.
  • Develop Finance leaders and succession depth; build a team that partners with operations while maintaining clear financial standards and controls.

Qualifications

  • Bachelor’s degree in finance, accounting, business, economics, or a related field.
  • Master’s in Business Administration or other relevant graduate degree preferred.
  • Certified Public Accountant credential preferred.
  • Progressively responsible senior Finance leadership in a complex government-funded, contract-intensive, or similarly regulated environment; able to lead at enterprise scale.
  • Substantial firsthand experience with liquidity and cash management, forecasting, contract economics, financial reporting, internal controls, audit, and compliance.
  • Demonstrated understanding of the financial and operational requirements of federal contracts or grants, including cost allocation, restricted funding, reimbursement, and regulatory obligations.
  • Experience advising a CEO or equivalent enterprise leader and communicating financial matters effectively to a Board or comparable governing body.
  • Evidence of leading Finance teams through change while staying engaged in operational and financial detail.
  • Direct nonprofit or human-services experience is preferred but not required when experience includes strong government-funded or comparable regulated-industry experience.
