Overview

A Financial Analyst position is available to support a client within the Veterans Affairs sector. This is a fully remote role based in the United States, with core working hours from Monday to Friday, 8 AM to 5 PM Eastern Time.

Responsibilities

  • Manage the annual operating budget and acquisition execution for the product line.
  • Develop and execute the Budget Operating Plan (BOP) and perform multi-year programming (MYP) planning.
  • Create and track acquisition packages for software products and service procurements.
  • Collaborate with Product/Project Leads to update and revise program BOP/SSPT spreadsheets for new fiscal year acquisitions.
  • Utilize the Budget Tracking Tool (BTT) to extract data on Spend Plan Items (SPI) and create budget tracking spreadsheets.
  • Monitor Development Modernization and Enhancements (DME) and Sustainment funds across product/project areas.
  • Proactively repurpose excess funds to avoid unwanted IT Business Fund (ITBF) sweeps.
  • Prepare unfunded requirement (UFR) spreadsheets detailing acquisition strips.
  • Monitor UFR status and update requests as new information becomes available.
  • Support communication and prioritization of UFRs with Health Services Portfolio and ITBF representatives.
  • Assist with populating the Change Request (CR) InfoPath process.
  • Facilitate changes to BOPs and strategic spend plan templates (SSPTs), including detailed descriptions and submission for approval.
  • Support development of FITARA approval briefings, late/unfunded memos, and other acquisition/budget correspondence.
  • Assist in calculating planned, projected, and actual costs for project phases and builds, and input data into the Veteran-Focused Integration Process (VIP)/PARS Dashboard.
  • Review prior and new MYP submissions to identify changes requiring estimate adjustments and discuss future funding needs with Product/Project Leads.

Qualifications

  • Bachelor's Degree in Business Administration, Business Management, Computer Science, Information Systems, Operations Research, or related fields.
  • Minimum of 8 years of experience, including at least 5 years in a related financial analyst role.

Required Skills and Experience

  • Experience with Federal Government Office of Information Technology (OIT) project budgeting.
  • Strong oral and written communication skills for concise messaging and reporting to all management levels.
  • Excellent interpersonal skills and ability to work independently with minimal supervision.
  • Strong analytical and problem-solving skills.
  • Experience developing presentations for both technical and non-technical audiences.
  • Proficiency with Microsoft Office and collaborative tools such as Teams, SharePoint, and Jira.
  • Ability to identify client challenges and craft effective solutions and recommendations.
  • Responsible for timely completion of all deliverables.
  • Ability to identify and mitigate project risks and escalate as necessary.

Clearance Requirement

  • Ability to obtain and maintain a Suitability/Public Trust clearance.

Preferred Skills and Experience

  • Experience working within the Veterans Affairs Office of Information and Technology and/or Veterans Health Administration.
  • Experience with program control, including managing cost, schedule, and staff performance.
  • Proactive communication and coordination skills with internal and external project stakeholders.

Compensation

  • Salary range: $118,000 to $120,000 per year.

Location

  • Fully remote within the United States, with core hours Monday to Friday, 8 AM to 5 PM ET.
