Overview

This role involves managing cloud financial operations for a large, multi-tenant AWS environment spanning both commercial and GovCloud accounts. The focus is to improve cost visibility, accountability, and optimization across the organization by converting cloud usage and spending data into actionable insights.

Responsibilities

Cost Optimization and Resource Right-Sizing

  • Analyze utilization data from AWS Cost Explorer, Compute Optimizer, Trusted Advisor, and CloudWatch to identify right-sizing opportunities across EC2, RDS, EBS, ELB, and container workloads.
  • Develop prioritized right-sizing recommendations with quantified savings; partner with engineering owners to implement and validate recommendations.
  • Identify idle, orphaned, and overprovisioned resources and coordinate recurring remediation with engineering and platform teams.
  • Manage Reserved Instance and Savings Plan strategy, including coverage analysis, purchase recommendations, utilization monitoring, and lifecycle management.
  • Reduce storage costs through S3 lifecycle policies, appropriate EBS volume types, intelligent tiering, and effective snapshot management.
  • Establish a continuous optimization process that incorporates cost efficiency into day-to-day cloud operations.

Consolidated Cost Reporting and Analysis

  • Build and maintain consolidated monthly cost reports covering AWS spend, usage trends, unit economics, and optimization opportunities across accounts, business units, and programs.
  • Design and manage chargeback and showback models for transparent and defensible cost attribution to business units.
  • Implement and enforce a consistent cost-allocation tagging strategy across the AWS estate; drive remediation of untagged or incorrectly tagged resources.
  • Develop executive dashboards and program-level scorecards using AWS Cost and Usage Reports.
  • Perform root-cause analysis on cost anomalies and unexpected spending variances; communicate findings and recommended actions to both finance and engineering audiences.
  • Support cost governance and reporting across a multi-account AWS Organizations environment spanning commercial and GovCloud accounts under consolidated billing.

Forecasting and Budget Management

  • Develop fiscal-year cloud spend projections and monthly burn-rate views; update forecasts as consumption, program scope, and pricing change.
  • Model expected cost impact of architectural changes, migrations, and new workload onboarding before financial or engineering commitments.
  • Monitor budget utilization against plan, identify variances early, and recommend corrective actions.
  • Support annual budgeting, quarterly reforecasts, and business-case development for cloud investments.
  • Configure and manage AWS Budgets and Cost Anomaly Detection thresholds, including associated alerting, investigation, and response processes.

Governance, Collaboration, and FinOps Practice

  • Participate in cloud architecture reviews and provide cost estimates and financial guidance before implementation.
  • Ensure compliance with financial policies, cloud governance frameworks, and organizational cost controls, including FedRAMP-aligned account and billing boundaries.
  • Partner with finance, IT, engineering, and program teams to align cloud financial strategy with organizational objectives and establish shared accountability for cloud spend.
  • Advance FinOps maturity through training, playbooks, standardized processes, and recurring cost-management reviews.
  • Automate recurring cost analysis, reporting, and tag-hygiene activities using Python or SQL.

Qualifications

Basic Qualifications

  • Must be a U.S. Citizen with the ability to obtain and maintain the required Public Trust level clearance.
  • Bachelor’s degree with 8 years of experience; Master’s degree with 6 years of experience; or High School diploma/equivalent and 12 years of experience.
  • 5+ years of financial analysis experience, with at least 3 years focused on cloud cost management on AWS.
  • Proven experience implementing resource right-sizing at scale with quantified cost outcomes.
  • Demonstrated experience producing consolidated cost reports, chargeback models, and fiscal year projections.
  • Proven experience participating in cloud architectural reviews and providing cost estimates for proposed designs.
  • High attention to detail and accuracy in financial reporting and forecasting.

Preferred Qualifications

  • FinOps Certified Practitioner or FinOps Certified Professional.
  • AWS Certified Cloud Practitioner, Solutions Architect Associate, or Cloud Financial Management specialty.
  • Experience with third-party FinOps or cloud cost management platforms such as Apptio Cloudability, CloudHealth, or Vantage.
  • Experience operating in a multi-account AWS Organizations environment with consolidated billing, including GovCloud.
  • Experience consolidating bills across AWS, Azure, and GCP.
  • Familiarity with Kubernetes and container cost allocation, including tools such as Kubecost or OpenCost.
  • Experience supporting FedRAMP, FISMA, or DoD-accredited environments.

Compensation & Benefits

  • Target Salary Range: $104,000 - $166,000.
  • Salary may vary based on scope, responsibilities, experience, education, knowledge, skills, competencies, geographic location, and business/contract considerations. Depending on position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
