Overview

This role leads the financial and compliance side of a portfolio of roughly $50 million in federal, state, local, philanthropic, and fee-for-service grants and contracts. Reporting to the Chief Financial Officer, the Director ensures awards are managed responsibly, remain compliant (including Davis-Bacon and Build America, Buy America), and are audit-ready from start to finish.

The Director serves as a subject-matter expert on federal grant requirements and works closely with funders, clients, contractors, and sub-recipients. This position also supports growth of fee-based grant administration services.

Responsibilities

  • Manage grant awards to subrecipients (e.g., municipalities, nonprofits, and contractors), guiding requirements, budget changes, reimbursements, and closeout.
  • Ensure BABA and Davis-Bacon compliance by verifying domestic content and prevailing wage requirements through review of sourcing records and certified payroll.
  • Coordinate corrective actions and provide training to partners on BABA and Davis-Bacon requirements.
  • Monitor budgets, expenditures, and financial risk; partner with finance staff on reconciliations, funding reports, and audits (with major financial matters approved by the CFO).
  • Oversee client contract management: serve as the primary contact for grant administration clients, lead fee-for-service engagements from contract to closeout, and provide strategic guidance.
  • Support business development by building relationships with local governments, nonprofits, and other organizations; develop proposals; meet revenue and retention goals.
