Job Description
The Program Finance Analyst 3 provides financial support for one or more programs, ensuring accuracy and financial insight to execute significant contracts supporting national defense. This role involves program performance support and reporting for Program Managers, Control Account Managers (CAMs), and Schedulers to meet program objectives, ensuring tasks are completed on schedule and within budget using Earned Value or related processes.
Responsibilities
- Deliver timely and accurate metrics on schedule and cost performance utilizing Earned Value or related processes
- Support baseline development activities, including charge numbers and Work Breakdown Structure (WBS) development as applicable
- Update and maintain program data in applicable tools (ERP or Cobra) for programs with or without Earned Value requirements
- Analyze and report performance variances to budget and assist with recovery plans as needed
- Analyze and report risks and opportunities affecting baseline cost, schedule, and Estimate at Completion (EAC)
- Maintain Project-Activity Structure (Charge Numbers) in a timely manner
- Complete Estimate at Completion (EAC) processes, including time-phased estimate to complete updates and EAC package support for Program Financial Planning and Reporting
- Develop and monitor program-level time-phased plans to support revenue forecasting, budgeting, and five-year planning
- Provide financial data inputs, analysis, and variance narratives for Program Management Reviews (PMRs) and Quarterly Business Reviews (QBRs)
- Ensure timely invoicing and collection of customer receivables
- Review and communicate program financial status, including funding status and disposition of funds subject to cancellation
- Perform other duties as assigned
Skills and Abilities
- Proficient in applying Earned Value Management System (EVMS) principles in daily operations
- Knowledge of program financial controls within Department of Defense (DoD) programs
- Familiarity with federal acquisition regulations and standards such as CAS, FAR, and DFARS
- Understanding of various contract types including Firm Fixed Price (FFP), Fixed Price Incentive Fee (FPIF), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), and Time & Materials (T&M)
- Knowledge of accounting principles including revenue recognition
- Ability to present complex financial information to all management levels
- Excellent verbal and written communication skills
- Proficient with Microsoft Office applications, especially Excel
- Strong analytical and problem-solving skills
- Detail-oriented with the ability to multitask and meet deadlines
- Self-starter capable of working independently
Education
- Bachelor's degree in Accounting, Finance, or a relevant discipline required
- Master's degree preferred
Experience
- 3-5 years of experience as an analyst or in a related role
Additional Information
- Selected candidates may be required to obtain and maintain a government security clearance
Compensation and Benefits
- US base salary range: $82,300.00 - $220,000.00
- Salary ranges are determined by role, level, and location
- Individual pay is influenced by work location, skills, experience, and education
- Compensation details reflect base salary only and do not include bonuses or benefits
