Overview

This role leads financial planning and analysis for the entity’s project portfolio across the full award lifecycle, providing timely, accurate financial insight to program leadership to manage risk and make decisions—directly supporting the highest-risk and most complex awards.

Responsibilities

  • Lead financial analysis across the entity’s portfolio for high-risk, high-value countries and projects, including management of the Monthly Project Financial Review (MPFR) process and pipeline projections.
  • For milestone-based or fixed-price agreements, maintain a deliverable-to-payment tracker with an owner and due date for each milestone; monitor cost-to-complete and the projected surplus or deficit.
  • Identify under- and over-spending early, agree on corrective action with project leads, and flag potential issues with recommendations for senior management.
  • Serve as department lead and primary project financial analysis point of contact for program leadership; support donor points of contact and act as an escalation point for issues raised by the financial analysis team.
  • Support project budget preparation and manage financial realignments during implementation, including cost extensions and no-cost extensions.
  • Coordinate country budget development across the portfolio.
  • Oversee the entity’s project finance contribution to the annual operating budget, including preparing inputs and reforecasts using group tools and timelines, and supporting quarterly surplus and deficit reviews led by the Senior Finance Advisor.
  • Supervise, coach, and develop 1–5 direct reports, which may include a functional reporting line for country-based project finance roles. This includes setting goals, conducting performance reviews, and managing recruitment, onboarding, and training.
  • Allocate the portfolio across the team and resolve competing demands on analyst time in line with the agreed approach to priority setting.
  • Oversee project finance’s role in the award lifecycle, including:
    • Reviewing award set-up and modifications completed by the revenue and donor reporting team against the award budget and implementation plan.
    • Reviewing donor financial reports prepared by the revenue and donor reporting function for consistency with project records, including timely variance explanations and program inputs.
    • Confirming project-side readiness before financial closeout by the revenue and donor reporting team.
  • Build project financial analysis capacity (MPFR, forecasting, and budget management) among program staff and country-based finance staff, in coordination with country finance oversight.
  • Interpret donor rules—including US Government and requirements of multilateral and private funders—and translate them into practical guidance for program teams.
  • Apply finance standards; maintain project finance templates and the portfolio financial health dashboard in alignment with those standards.
  • Support audits with project-level documentation.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s Degree (or international equivalent) in finance, accounting, business, international development, or a related field.
  • At least 10 years of related experience in donor-funded Finance/Accounting, including budget development and financial analysis (an equivalent combination of relevant education and experience may be substituted).
  • At least 1 year of experience with milestone-based, deliverable-based, or fixed-price agreements, including cost-to-complete and projected surplus or deficit analysis, and with multi-country or centrally managed awards (as part of the 10 years), preferred.
  • At least 3 years of supervisory experience.
  • Expert Excel skills, including pivot tables and advanced functions; familiarity with data query tools is helpful.
  • Excellent communication skills in English required.
  • Working knowledge of federal compliance rules and cost principles, including 2 CFR 200, and other institutional donors’ requirements.
  • Experience with Unit4 or a comparable ERP required.
  • Demonstrated analytical skills and financial expertise.
  • Ability to translate complex financial information clearly to program and leadership audiences and to build financial capacity of non-finance colleagues.
  • Demonstrated project management and collaboration skills, with high attention to detail.
  • Experience living or working outside the US preferred.
  • Proficiency in French, Spanish, Portuguese, or regional languages desired.

Preferred Qualifications

  • Master’s Degree, or a CPA, ACCA, or CMA.
