Overview
A Systems Analyst 3 is needed to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program within the Fiscal Management Statewide Fiscal Systems team. This role involves working with the CAPPS Financials tower, which is the State of Texas Enterprise Resource Planning (ERP) system based on Oracle PeopleSoft Financial Supply Chain Management (FSCM) version 9.2, Image 53. The system includes modules such as General Ledger, Accounts Payable, Purchasing/Requisition, Asset Management, Commitment Accounting, Travel & Expense, Project Costing, Contracts, Grants, Inventory, Cash Receipts, and Accounts Receivable/Billing.
The position is 100% remote but based out of the LBJ State Office Building in Austin, Texas.
Responsibilities
- Provide senior-level consultative services and functional assistance related to the CAPPS Program.
- Serve as the functional expert for the CAPPS Financials tower modules including Accounts Payable, Accounts Receivable/Billings, Asset Management, Cash Receipts, Contracts, eProcurement, General Ledger/Commitment Control, Grants, Inventory, Project Costing, Purchase Order, and Travel & Expense.
- Coordinate modules and provide expertise in production support, issue resolution, configuration, maintenance, business process leadership, change management, enhancements, testing (functional and UAT), integrations, compliance, policy alignment, training, user support, reporting, analytics, release management, and patch releases.
- Perform functional configuration tasks such as business unit setup, profiles and categories, CAPPS system codes configuration, set IDs and table structures, approval workflow engine, PS Query, and SAP Business Objects.
- Utilize technical skills including Application Designer, SQR and BI Publisher report customization, SQL proficiency, and PeopleSoft security with multi-tenancy requirements.
- Plan, design, develop, implement, support, and maintain IT security measures to safeguard system information.
- Monitor CAPPS Financials batch jobs including scheduling, execution, failure response, output validation, dependency management, performance tuning, documentation, communication, escalation, and compliance.
- Use tools and environments such as PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Lifecycle management, Elasticsearch/Search Framework, and data migration/compare reports.
- Collaborate cross-functionally to solve problems, gather requirements, document and test changes, manage incidents using ServiceNow and BOSSDesk, and communicate with policy personnel, analysts, agencies, and Managed Services vendors.
- Provide structured cross-training and comprehensive training/support to agency personnel.
- Coordinate and participate in projects including module expansions, enhancements, fiscal year-end processes, legislative changes, federal mandates, and third-party integrations.
- Oversee fiscal year-end activities including planning, scheduling, communication, reconciliations, verifications, system configurations, and maintenance.
- Provide functional support and serve as a point of contact for CAPPS agencies.
- Create and review Functional Design Documents (FDDs), perform functional configuration changes, and other assigned functional activities.
- Provide Level 2 Service Desk support including complex ticket handling, advanced troubleshooting, documentation, and basic system configuration.
- Ensure all digital products and content meet WCAG 2.1 accessibility standards.
- Work independently with minimal supervision, following established processes and procedures.
- Ensure data accuracy, enforce security and policies, and maintain system performance.
- Follow ITIL principles and practices for IT service and asset management.
- Participate in Major Incident Management (MIM) for Priority 1 and 2 incidents.
- Participate in Disaster Recovery and Upgrade Testing activities.
- Present at CAPPS User Groups and Steering Committee as requested.
- Participate in annual SOC-1 attestation audits ensuring controls for accuracy and security.
Requirements
- Minimum 15 years of experience with extensive knowledge of State of Texas policies.
- Minimum 15 years of technical skills with App Designer, Integration Broker, SQR/SQL, BI Publisher, SAP Business Objects.
- Minimum 12 years of experience performing system configuration changes and supporting batch jobs (Run My Jobs).
- Minimum 12 years of knowledge of security best practices, NIST standards, and multi-tenancy for statewide ERP.
- Minimum 10 years of Texas public sector experience supporting 30+ state agencies.
- Minimum 10 years of experience creating and managing strategic roadmaps with planning, functional insight, and communication.
- Minimum 10 years of familiarity with support tools such as PUM, Fluid, and Elastic Search.
- Minimum 10 years of functional project management experience supporting CAPPS.
- Minimum 10 years of Tier 2 Service Desk support experience for large agency networks with Tier 3 Managed Services vendor.
- Minimum 10 years of experience supporting Priority 1 and 2 incidents with Major Incident Management.
- Minimum 10 years of Disaster Recovery exercise participation.
- Minimum 10 years of experience preparing and delivering executive-level presentations.
- Minimum 10 years of experience gathering and presenting data for audits and open records requests.
- Minimum 10 years of experience interpreting contractual language and enforcing vendor accountability.
- Minimum 10 years of experience supporting CAPPS Financials in PeopleSoft FSCM 9.2.
- Minimum 10 years of experience developing requirements, designing, testing, and implementing components of statewide systems including CAPPS, TINS, SPA, and USAS.
- Minimum 10 years of experience planning and coordinating statewide Fiscal Year processes.
- Minimum 10 years of experience working with CAPPS Financials General Ledger module.
- Minimum 8 years of experience preparing WCAG 2.1-compliant materials.
- Minimum 3 years of knowledge of ITIL principles and practices for IT service and asset management.

Professional Training Requirement
- Complete a minimum of 10 hours of professional training annually in relevant areas related to the services provided.
- Training is to be completed on personal time without compensation.
- If training occurs during work hours, time off must be coordinated with the supervising manager.
- All costs related to training are the responsibility of the candidate or vendor.
- An annual professional training report must be submitted by July 31st each contract term documenting completed training.
