Overview
A defense sector organization is seeking a Senior Program Finance Analyst to support multiple programs within its Undersea Systems Division. This role involves planning, tracking, analyzing, and reporting on projects of various contract types, sizes, complexities, and risk levels. The analyst will work closely with Project Managers, Contracts, Senior Technical Personnel, and other teams, directly supporting the program manager in defining program goals, maintaining budgets and schedules, and preparing Estimates at Completion (EAC). The position also includes preparing and presenting financial forecasts, reports, and assisting with new business proposals.
Responsibilities
- Manage budgeting, forecasting, and analysis of all contract cost and financial data.
- Own the monthly closing process, validating awards/bookings, backlog, revenue, and operating income for supported programs.
- Perform variance analysis and report actual program financial performance against Annual Operating Plan (AOP) and quarterly forecasts.
- Coordinate program billing with the billing team, manage cash collections, and analyze and clear unbilled receivables.
- Develop and manage program financial forecasts, including overall management of program EAC.
- Ensure correct execution of program start-up and project setup processes.
- Analyze contract actuals for accuracy, identify errors, and ensure timely corrections.
- Create and present monthly internal and external customer financial reports.
- Prepare program financial customer deliverables (Contract Data Requirements List - CDRLs).
- Support ad hoc requests from internal management and external customers.
Basic Qualifications
- Bachelor's degree with a minimum of 8 years of relevant program financial control experience; additional relevant experience may be considered in lieu of a degree.
- Working knowledge of multiple contract types including CPAF, CPFF, FFP, and T&M.
- Proven experience in program budgeting, forecasting, financial analysis, and contract cost management, including development and management of program EACs.
- Strong understanding of month-end close processes, revenue recognition, bookings, backlog, operating income, and variance analysis against AOP and forecasts.
- Experience managing program financial operations such as billing coordination, cash collections, and unbilled receivables.
- Ability to support program start-up and project setup while managing multiple priorities and collaborating with cross-functional teams.
- U.S. citizenship is required.
- Ability to obtain a Secret security clearance.
Preferred Qualifications
- Active Secret security clearance.
- Experience with financial systems such as Costpoint, Cognos, Oracle Analytics, Fusion, Insight, and PowerBI.
Compensation & Benefits
- Pay range: $92,300.00 - $166,850.00 annually.
